FLAGLER COUNTY, Fla. – A dozen victims from two pool contractors had wasted thousands of dollars and incomplete pools in the ground as part of what Flagler County MPs call an organized system to combat.
According to MPs, the investigation into the owners of Crystal Clear Pools, Romina De Longo and Carlos Longo, began in May 2019 following a complaint from a customer who paid for a pool to be installed in the ground in August 2018.
The victim said that by April 2019 only 80% of the work had been completed and the company would no longer respond to calls or certified letters asking for the job to be completed, according to the report.
At this point the victim had already paid 96% of the total cost of the project.

In the course of the investigation, MPs said they learned of 12 victims who paid between $ 9,250 and $ 63,713 just to have useless holes in their backyards.
In total, De Longo and Longo received $ 455,745.03 for work that was never completed, records show.
Meanwhile, victims had to pay another contractor to complete work on their pools, a press release said.
“Now the victims have lost even more money because these two fraudulently raised money with no intention of doing the jobs. These cases are complicated and take a long time, but Detective Castanheira, the prosecutor’s investigator, did a great job creating this case. It’s also a great reminder to always check contractors with the Florida Department of Business and Professional Regulation and the Better Business Bureau before signing any contracts. At least these scammers are in jail where they belong, ”said Rick Staly, Flagler County’s sheriff.
De Longo and Longo were arrested at their Palm Coast home on Wednesday. Both are charged with organized fraud of more than $ 50,000, 10 cases of theft of funds received by a contractor over $ 20,000, and theft of funds received from a contractor over $ 1,000.
